The current tree (06-06-99) is not "stable" after a clobber build (make
realclean ; make). A second make does again some changes. The third make is
stable, no more changes to mozilla/dist/bin and components.

I think this will "fix itself" once the module directories stop
changing. But I will dig into it when I get the chance.

seems to be fixed after last changes to the XPIDL rules
if this is indeed fixed, then either briano or andreas.otte should close the bug.
