Instead of having the form upload default to HTML Files, make it default to All Files... or at least remember the last mask you specified.

Changed severity to minor and priority to P3. This is not an enhancement bug since this problem does not happen on Mac and Unix. Greg Ackerson <jogar@bigfoot.com> and Greg Ackerson <jogar@bigfoot.com> have clued me in (my apologies guys) and I'm going to leave this bug around for awhile just to make sure we don't do this same thing in the new code base.
