I've seen this before, but never realized what caused it.

but not for me. If the mouse moves at all during the click, even one pixel, only the first half of the URL becomes selected.

I've seen several Bugzilla users refer to this behavior as "random" in other bugs (not just in dups). If they can't figure out how to work around it (hold the mouse very steady while you click on the location bar), I'd expect Netscape users to be even more frustrated. I think the low number of dups is due to how difficult it is to figure out steps that always reproduce the bug.
