As a user I need to request a refund from a purchase so that I can revert a purchase that I regret or doesn't meet expectations.

As a Mozillian, I can authorize a refund of an app for the purchase amount including all taxes and fees in the currency of the transaction to the end user so that I can get the user their money back based on a refund policy.

As a Mozillian when I issue a refund, I wish to be able to log the reason, date, authorizer and transaction information  in case there are any questions from the Developer and we have traceabilty of the transaction.
